When i switch on the power d monitor gets power but d cabinet doesnot the power and computer won't strt?

On examining i see that a green on on the mother board vgets illuminated and also the CPU sink fan runs but the chasis stills show no power .but mysteriously ,sometimes it runs fine.My computer isan embled one and it is just 2 months old .
