GUYS: GUY HELP PLEASE?

theres this guy. he has a girlfriend and cheats on her ALL THE TIME and she knows and dosent care. he wants to hangout and has asked several times. i havent been able to hangout yet and i asked if he still wanted to and he said yes! i asked him when and he didnt respond. i texted him when i could and he didnt respond. now his gf is out of town and he still hasnt texted me. is he ignoring me? if so why? keep in mind that he parties alot and could have been drunk when he read my texts and forgot about them by the next day. but he still hasnt texted..?
